In view of the fact that certain of the principal opium manufacturing countries have not got adhered to the Opium Convention and that very few countries have as yet adopted the import certificate systom, it seems imprchable that the foregoing Conditions will be fulfilled in the immediate future.

On the other hand, the Government thinks that the general and offectual putting into force of the Opium Convention and the import certificate system, or some other similar system would be an adequate measure against the abuse of opium, and the limitation
of production and manufacture would no longer be necessary (1)
In this connection, the Government would point out that any such limitation would inevitably involve a rise in prices on the lawful, on less than on the illicit market, with the result of restricting the use of narcotics for medical purposes.
If, however, it is proposed to consider the possibility of limiting madwotion and manufacture, the Gove minent ventures to suggest tht attention should first be directed to acca, and that it might afterwards be considered whether the proposed measures would also by applicable to opium.
This appears to be the best procedure because limitation would be less diffioult in the case of oooe than in the case of opium, inasmuch as the poppy can be cultivatod in all olimates, and is stually cultivated in a mumber of countries in which effectual control is impossible.
